Notification of 2018 Billing Increases for Water and Sanitary Sewer


 Public Hearing and Proposed Increases in Fees and Charges Including Water and Sanitary Sewer Rates

Chairman Lighthart declared the public hearing open for this purpose of discussion of increases to the 2018 fee and charges.  Inasmuch as no written or verbal comments concerning the 2018 rate increases were received prior to the hearing and there was no public response during the hearing, Chairman Lighthart declared the public hearing closed.

          R-17-076   Resolved upon motion by Director Greenfield, seconded by Treasurer Dwyer and unanimously carried to increase 2018 fees and charges in accordance with “Schedule B” of the District’s Rules and Regulations, effective January 1, 2018 which includes:

         The addition of a water surcharge of $6.00 per month per SFRE to the Denver Water billing to recover costs of operations and maintenance to the water distribution system and to pay for future water capital improvements projects to repair and replace aging infrastructure.

Increasing the sanitary sewer rate for sewer utility fees by eight percent over the 2017 sanitary sewer rate to recover 2018 Metro Wastewater Reclamation District (MWRD) sewage treatment charges, billing, operations and maintenance expenses, capital improvement projects and to pay back remaining funds that had been advanced from reserves in 2014 and 2015. 

  • The 2018 Annual Sanitary Sewer Rate will be $16.60 per thousand gallons of water used from November 2017 through February 2018. 

  • The 2018 Residential Annual Minimum will be $229.00 and billed at $57.25 per quarter.

  • The 2018 Commercial Annual Minimum will be $397.00 and billed at $99.25 per quarter.

  • The billing cycle for 2018 will continue to be billed quarterly by dividing the annual bill into quarterly installments. 

         Preceding this action, District Manager Walker reported that District staff had been looking at the sewer rate needed to recover the sewage treatment charges from MWRD, including the costs associated with billing, operations and maintenance costs and capital improvement projects.  A Rates Study was performed in 2017 by Raftelis Financial Consultants.  As a result of the Rates Study, the consultants recommended that the District increase sewer billing by 15% per year and also add a $7.00 per month per SFRE water surcharge to the Denver Water billing in order to pay for capital improvement projects and the operations and maintenance of the water and sanitary sewer systems.  The Board of Directors decided that an increase of 8% to the 2017 sewer billing would be sufficient to pay MWRD sewer treatment charges, cost of billing, capital improvement projects and operations and maintenance costs for 2018.  The 8% increase includes paying back remaining funds that were advanced from reserves in 2014 and 2015. The Budget Committee recommended that a $6.00 per month per SFRE water surcharge to the Denver Water billing would be sufficient to pay for planned capital improvement projects and operations and maintenance of the water system for 2018.  To view all changes and additions to 2018 fees and charges, a copy of “Schedule B” 2018 Fees and Charges is attached and made part of the record.

There is a mail slot on the front porch of the District Office for dropping off checks (no cash) after hours.

 Online Payments
Secure online payments are available through  (PayPort)  for a fee.  The fee for electronic checks is $1.00, regardless of the amount paid.  The fees for credit card payments are 2.25% of the amount paid plus 75 cents. For example, the fee on a $106.00 payment would be $3.15.

Under general powers of Bear Creek Water and Sanitation District, fees, rates, tolls, penalties, or charges for services constitute a perpetual lien on and against the property served. It is the policy of the District not to bill tenants; therefore, all sanitary sewer bills will be mailed to the owner of each property served.  You may receive combined statements for sanitary multi-building facilities.
It is the owner's responsibility to pay these bills. Collection from tenants is the responsibility of the property owner.

This online service includes a portal administration fee that allows to deliver this payment option and other important services without tax funding.  This fee is paid to a third party (Colorado Interactive, LLC) that provides these services for and thus is not considered revenue for the State of Colorado.  If you do not wish to pay this portal administration fee, you have the choice to conduct your transaction by traditional non-electronic means.  The online services provided by are considered voluntary.
